A Binding Site Plan application has been received to subdivide land located at 3840 Harrison Avenue NW to create five commercial lots for future mixed use development restaurant/retail/office uses and multifamily housing with street connections to 3rd Avenue NW and future connection to Craftsman Drive.

As noted below, the Director of Community Planning and Development has referred this project to go before the Olympia Hearings Examiner for a public hearing and decision. A hearing notice will be issued when a hearing has been scheduled.
Community Planning and Development received an application for a Binding Site Plan for the subject property in 2016 and staff reviewed the proposal and issued a substantive review letter to the applicant asking to revise the proposal in order to meet city codes and standards.
The City received the revised proposal on July 12, 2019, and City staff is currently reviewing the application materials for compliance to city codes and standards.
Status Update as of September 4, 2019
The Director of Community Planning and Development has formally referred this project to the hearing examiner for decision given the complexity of transportation and environmental issues related to the project. The Director has the authority per Olympia Municipal Code 18.60.080.
The Olympia Hearing Examiner will hold a public hearing which will allow for public testimony before a decision is made. This hearing has not been scheduled. Once the hearing date has been determined, a notice will be issued to all parties of record, property owners within the area and any applicable neighborhood associations.
City staff are finalizing the review and comments on this proposal. Once the review is complete, a letter will be issued to the applicant. The letter with the City's comments will be available on this webpage. Notice will be provided when the document becomes available.

The City has issued a 2nd Substantive Review letter to the applicant, requesting additional information and or revisions to be made on the project. See document below for details.
The project has been referred to the Olympia Hearings Examiner for decision. Once a hearing has been scheduled, a notice to property owners within the area and all parties will be notified.
A neighborhood meeting was held on August 22, 2019, at Olympia City Hall. There were approximately 50 to 60 members of the public including members of the Grasslake Homeowners Association. Many comments and questions from the public were brought up at the meeting. (See summary and details document below). City staff is currently reviewing the application materials and considering all public comments.
