7th Avenue Flood Mitigation Project Begins

Starting on Monday, June 12, 2017, the City’s contractor will begin construction on a project to retrofit the existing stormwater collection system on 7th Avenue, between Columbia and Water Streets. This will significantly reduce the number of flooding occurrences during major storm events and when Capital Lake levels are high. The project is expected to be complete by mid-August.

Tentative Scedule (Subject to change due to weather conditions)

  • June 12-15: Initial construction will occur at night (Mon-Thurs from 6 p.m. - 7 a.m.) to minimize impacts to the travelling public & local businesses. 
  • June 19-30: Contractor will work during normal daytime hours (7 a.m. - 4 p.m.). The contractor expects to complete all work at the intersection of 7th Avenue & Columbia Street.
  • July 1-31: The contractor will suspend all work during this time.
  • August 1-15: The contractor will resume construction and complete remaining project work.

Potential Impacts

Most of the construction activities will take place at or near the Columbia Street & 7th Avenue intersection. During night work from June 12-15, the roadway will be closed to traffic and detour signs will be in place. The roadway will remain open during non-construction hours. During daytime work, Columbia Street between Legion Way and 7th Avenue will be reduced to one lane at times. Motorists should expect delays. In addition, some on-street parking will not be available during construction.

Additional work will take place at Water Street/7th Avenue adjacent to Heritage Park. At times construction will require that the walking path be closed to pedestrian use for safety reasons. Traffic control & flaggers will direct vehicles and pedestrians through the work areas.
