The Historic Preservation Assessment and Action Plan offers a comprehensive "roadmap" to guide future preservation policies, planning, and programs which will revitalize and strengthen the Historic Preservation program of Olympia. The plan includes four distinct elements:

- Comments and observations of Olympia residents, business owners, preservation professionals, and City staff
- A prioritized list of initiatives to revitalize and strengthen the Historic Preservation program
- A series of appendices providing further information about Olympia's historic resources and local historic preservation
