Your TBD Dollars at Work!

TBD project at Harrison AvenueOn March 24, 2009, the Transportation Benefit District Board approved an ordinance establishing the rate of the fee and projects to be funded by the Olympia TBD. In priority order, the following projects are eligible to use the TBD proceeds:

1. Pavement Management

2. Boulevard Road Intersection

3. Harrison Avenue NW (Mud Bay Road)

The street repair and reconstruction program is responsible for annual maintenance and/or rehabilitation of streets to correct pavement deficiencies. Projects may include the following components: auxiliary lanes, bicycle facilities, crossings, intersections at grade, medians, raised pavement markings, public transfer facilities, signage, soils and surfacing materials, and street repair and striping.

*On May 24, 2011, the Olympia City Council reallocated the use of $545,000 of 2011 TBD funds from the City’s Pavement Management Program to the Boulevard Road/22nd Avenue Roundabout project, a project currently on the TBD's list of authorized projects for funding pursuant to TBD Ordinance #1 passed on March 24, 2009.


Planned Projects

22nd Avenue & Boulevard Road Intersection Improvements 

Boulevard-22nd Intersection

Description: Intersection capacity improvements at the intersection will include roundabout, bicycle lanes, pedestrian crossings, landscape planter strips, sidewalks, signage, striping, streetlighting, stormwater improvements and utility undergrounding.

Goal: Improve bicycle, pedestrian and motorist safety and flow, particularly during periods of peak traffic.

Status: Continuing project design in 2013, with construction bid in fourth quarter of 2013.

State Avenue Asphalt Overlay

Description: Project will include an asphalt overlay of the street and replace or install curb access ramps at all intersections.  The following intersections will include curb bulb-outs in addition to installing curb access ramps:

  • At Pear Street - northeast and southeast corners  
  • At Quince Street – northwest and southwest corners
  • At Eastside Street – northeast corner
  • At Puget Street - northeast corner
  • At Tullis Street – northwest, northeast and southeast corners
  • At Bethel Street - northwest and southwest corners

Goal: Preserve pavement surface and improve pedestrian access and crossing safety.

Status: Project design will occur in 2013, with construction in 2014. 


Completed Projects 2012

Cooper Point Road Asphalt Overlay Project

Description: Project included an asphalt overlay of the street and signing/marking of bicycle lanes. The project also constructed a northbound left turn lane at Goldcrest Drive to improve safety.

Completed Projects 2011

Harrison Avenue NW Improvements

Description: Widened to four travel lanes, including a two way turn lane with intermittent medians. This project also featured utility undergrounding, paving, sidewalks, bike lanes, landscape strips, and street lighting. A traffic signal was installed at the intersection of Harrison Avenue and Kaiser Road. Provided capacity and increased safety for motorists, pedestrians, and bicyclists. This project nearly completes improvements to a major east-west corridor through the City.  TBD funding targeted the paving element of this project.
